The Kaduna State House of Assembly has passed the Kaduna State Tertiary Institutions Regulatory Agency Bill 2025, creating the first state-level body of its kind in Nigeria to oversee tertiary education.
Speaker of the House, Yusuf Dahiru Liman, announced the passage of the bill during plenary on Tuesday.
Presenting the report, Chairman of the Joint Committee on Education and Judiciary, Barr. Mahmud Lawal Sama’ila (Zaria City Constituency), explained that the new agency will regulate the operations of all tertiary institutions in Kaduna State, both public and private.
Its responsibilities include: monitoring institutional operations, enforcing state-specific regulations, maintaining a comprehensive database of institutions, staff, and students and providing a platform to resolve grievances.
Sama’ila noted that the absence of a regulatory body has left students and staff vulnerable. He cited the dismissal of 13 students from Nuhu Bamalli Polytechnic without due process as a case the agency is expected to prevent in the future.
Complementing Federal Oversight
While the National Universities Commission (NUC) regulates academic standards at the federal level, the Kaduna agency will focus on state-specific compliance, ensuring that institutions meet local regulatory and accountability standards.
“The agency will ensure proper documentation of institutions, their specializations, student enrolments, and staff strength,” Sama’ila said. “This databank will enable the state to track its educational development more effectively.”
With this legislation, Kaduna State becomes a pioneer in establishing a dedicated framework to regulate tertiary institutions—aimed at protecting students’ rights, strengthening accountability, and raising educational standards across the state.
