Borno State Governor Babagana Umara Zulum has presented an N890.33 billion budget proposal for the 2026 fiscal year to the State House of Assembly, with education receiving the highest allocation of N135 billion.

The proposal, tagged “Budget of Sustained Recovery and Growth,” prioritizes rebuilding communities and strengthening long-term development after years of insurgency.

Zulum said over 61 percent of the budget is dedicated to capital expenditure, while recurrent spending accounts for about 39 percent.

He disclosed that the budget comprises N536.56 billion for capital projects and N353.77 billion for recurrent expenditure.

The governor said the structure reflects his administration’s focus on infrastructure renewal and economic recovery across the state.

“This budget stands as a testament to our steadfast dedication to fostering sustained recovery and growth and rebuilding our communities for a safer and more prosperous future,” Zulum told lawmakers.

Education emerged as the top-funded sector with N135.43 billion allocated for new schools, rehabilitation of damaged facilities, scholarships, and teacher recruitment.

The works and housing sector received N94.27 billion to continue road construction, bridge projects, and housing schemes for residents and civil servants.

The health sector was allocated N66.41 billion to complete and equip hospitals and ensure the supply of essential drugs.

The Ministry of Reconstruction, Rehabilitation and Resettlement received N58.71 billion to support the return of internally displaced persons to rebuilt communities.

Agriculture was allocated N44.95 billion to strengthen food security and support farmers across the state.

Water resources received N21.35 billion to expand access to clean and safe water.

Zulum projected revenues of N317.69 billion from the Federation Account, N44.30 billion from internally generated revenue, and N417.23 billion from aid, grants, and capital development funds.

Responding, Abdulkarim Lawan, speaker of the Borno State House of Assembly, assured the governor of a thorough and timely review of the proposal.

Lawan said the Assembly would scrutinize the budget to ensure it meets the developmental priorities of the state before passage.
