The Economic Community of West African States (ECOWAS) has deployed a technical mission to observe the 21 September 2025 constitutional referendum in the Republic of Guinea.

His Excellency Dr Omar Alieu Touray, President of the ECOWAS Commission, in accordance with the provisions of the Revised Treaty of 1993, the 1999 Mechanism, the Additional Protocol of 2001 on Democracy and Good Governance, as well as article 53 (c) of the Conflict Prevention Framework of 2008, has mandated an observation mission consisting of eleven (11) experts from the electoral commissions of ECOWAS member states, to monitor the progress of the election.

Experts will be deployed in Conakry, Kankan, Kindia, Mamou and Labé regions from 17-23 September 2025.

The mission will be coordinated by a technical team of the ECOWAS Commission, led by M. Serigne Mamadou Ka, Acting Chief of the Electoral Assistance Division.

The regional body reaffirms its commitment to accompany the people and the Government of the Republic of Guinea in organizing this constitutional referendum, in accordance with its protocols, in order to contribute to the success of the transitional process.
