The Borno State Government has launched a contributory health insurance scheme for state civil servants to improve access to affordable healthcare for workers and their families.

The program was officially inaugurated on Monday at the Ministry of Finance Conference Centre, Musa Usman Secretariat, Maiduguri.

Executive Secretary of the Borno State Contributory Healthcare Management Agency (BOSCHMA), Dr. Saleh Abba, said the scheme would ease the financial burden of healthcare costs on workers.

He explained that under the arrangement, civil servants will contribute 3.5 percent of their salaries, while the government will cover an additional 6.5 percent.

The scheme will provide coverage for each worker, their spouse, and up to four children under the age of 18.

Dr. Abba said the initiative would operate through a network of accredited healthcare facilities, giving beneficiaries access to quality services at convenient locations.

He also announced that a National Identity Number (NIN) registration desk had been established to assist civil servants in enrolling their children who do not yet have NINs.

Mohammed Kolo, a physically challenged civil servant with the Ministry of Information and Internal Security, commended the initiative, describing it as a relief for many workers.

“This is a new development for all of us; it will help us in catering for our hospital bills,” he said.

He added that he used to spend between ₦10,000 and ₦15,000 on medical bills for his family.

The Head of Service, Dr. Mohammed Aminu Ghuluze, praised Governor Babagana Umara Zulum for introducing the scheme and urged civil servants to take full advantage of it.

Chairperson of BOSCHMA, Hajiya Mairo Bunu Lawan, described the project as a milestone in the state’s journey toward equitable and accessible healthcare.

“This initiative marks a significant leap toward affordable and inclusive health coverage for our civil servants and their families,” she said.

The Secretary to the State Government (SSG) also commended Governor Zulum for prioritizing workers’ welfare through the program.

He called on ministries, departments, and agencies to ensure prompt registration and participation in the scheme.

The enrollment process commenced immediately at the event venue, with the Head of Service among the first to register.
