The Federal Executive Council (FEC) has approved a landmark policy, Renewed Hope Nigeria First Initiative, which mandates all Ministries, Departments, and Agencies (MDAs) to prioritise Nigerian-made goods and services in all government procurements.

Minister of Information and National Orientation, Mohammed Idris, disclosed this after Monday’s FEC meeting chaired by President Bola Tinubu.

“This policy puts Nigeria—not imports—at the heart of our development strategy,” Idris said, adding that the policy will be backed by an executive order.

To enforce compliance, the Bureau of Public Procurement (BPP) will revise procurement guidelines, establish a Local Content Compliance Framework, and maintain a register of top-quality Nigerian manufacturers and service providers.

All procurement officers across MDAs are to be redeployed to the BPP to strengthen central oversight.

Sanctions for defaulters and drive for industrial revival

According to Idris, no MDA may procure foreign goods where local options exist unless granted a waiver by the BPP.

Breaches will lead to cancellation of the procurement process and disciplinary action.

The policy also mandates that contracts involving foreign goods must contain clauses for technology transfer or local production—especially in industries like sugar manufacturing under the existing Sugar Master Plan.

President Tinubu’s administration sees this policy as a catalyst to end dependency on imports and restore Nigeria’s industrial base.

“This is not just policy; it’s economic patriotism in action,” Idris said.

Legal backing and long-term goals
The Attorney-General of the Federation has been tasked with preparing the executive order that will give full legal effect to the policy.

As Nigeria faces tough economic realities, the FG believes this initiative can stimulate job creation, strengthen local industries, and ultimately fast-track economic recovery.

President Tinubu’s Renewed Hope agenda is increasingly aligning government spending with national development goals, giving Nigerian businesses a long-awaited advantage in the public procurement space.
