Kano Gov, Abba Kabir Yusuf

A Kano-based Human Rights and Anti-Corruption activist, Comrade Umar Ibrahim Umar, has formally written to the Accountant-General of Kano State seeking access to financial records allegedly connected to a ₦6.5bn scandal.

Umar, who is the Executive Director of War Against Injustice, submitted a Freedom of Information (FOI) request dated August 25, 2025.

The activist demanded certified copies of records spanning November 2023 to February 2025, citing Section 1(1) of the Freedom of Information Act, 2011.

The request focuses on transactions purportedly linked to the Director-General of Protocol, Government House, Abdullahi Ibrahim Rogo, and several companies.

Specific records demanded in FOI request

According to the letter, Umar requested all “payment vouchers, mandates and authorisation letters relating to disbursements made to H&M Nigeria Limited, A.Y. Maikifi Petroleum Limited, and Ammas Oil & Gas Limited.”

He further asked for “copies of letters and approvals signed by the then Accountant-General of Kano State, Mr. Abdulsalam Abdulkadir, authorising transfers of public funds to Kazo Nazo Global Resources (Bureau de Change) and Namu Naku Ne (Bureau de Change).”

The activist also sought budgetary allocations, releases, and expenditure returns from the Directorate of Protocol, Government House, as well as expenditure reports from the Ministry of Water Resources connected to the companies under probe.

Reminder of legal obligation

Umar’s letter reminded the Accountant-General of his statutory duty under Section 4 of the FOI Act, which requires a response to such requests within seven days.

Copies of the request were also forwarded to the Commissioner of Finance and the Attorney-General/Commissioner of Justice of Kano State for “attention and necessary action.”

Expressing confidence in compliance, Umar said:

“I believe the Kano State Government will comply with the law and grant access to the requested information. Denial of such access would be a violation of the Freedom of Information Act, 2011, and the constitutional principles of transparency and accountability.”
