The House of Representatives on Tuesday advanced the Federal Capital Territory’s 2025 Appropriation Bill—totaling N1.783 trillion—to its second reading.

A detailed breakdown of the proposal allocates N150.35 billion to personnel expenses, N343.77 billion to overhead, and N1.28 trillion toward capital projects.

Presented during plenary by the House leader, Prof. Julius Ihonvbere, the bill bears the title, “A Bill for an Act to authorise the issue from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account, the total sum of N1,783,823,708,392.00….” Ihonvbere, representing Edo State, moved its second reading, and the motion was seconded by Minority Leader Kingsley Chinda.

Following its approval for second reading, the bill was referred to the Committees on Federal Capital Territory and on FCT Area Councils/Ancillary Matters for further examination.

President Bola Tinubu initially submitted the N1.78 trillion budget estimate on May 6, 2025, in accordance with Section 299 of the Constitution, which grants the National Assembly authority over the FCT.

Tinubu emphasised that the budget prioritises healthcare, job creation, social welfare, agricultural output, and infrastructure in the capital.

He further noted that “85% of the capital component of the budget is earmarked for the completion of ongoing projects, while the remaining 15% will fund new initiatives.”
